I am unsure as to wether you mean POP3/SMTP or direct web access

If it is direct web access you could probably create an object with the 
following hosts and deny in an OBF for these IP's:
64.4.44.7, 64.4.45.7, 64.4.52.7, 64.4.53.7, 64.4.54.7, 64.4.43.7 (this is 
only for www.hotmail.com).
