I figured out a simpel way to block certain www adresses, It's not the right way to go. But sometimes the webaddresses changing their IP adresses, but with this way they will be "blocked" anyway.
In our Local DNS Server (What everyone access in the local LAn, They can't Access ANY other DNS servers)
I just set up a new host with the adress that i wan't to block (hotmail.com) and then i just set up a pointer on www to our own webserver, In this way everyone who wan't to go to www.hotmail.com will only end up coming to our own webserver.

I am unsure as to wether you mean POP3/SMTP or direct web access
If it is direct web access you could probably create an object with the
following hosts and deny in an OBF for these IP's:
64.4.44.7, 64.4.45.7, 64.4.52.7, 64.4.53.7, 64.4.54.7, 64.4.43.7 (this is
only for www.hotmail.com).
