Steve, your problem statement isn't clear. Exactly what do you mean about one web server accessing another server? NFS file sharing? Client redirects? Server A acting as an HTTP client to Server B? To solve your problem you need to analyze the network connections required to perform the function and once that is understood, look for breakage or perhaps then you'll have enough information so that we can help you.
