I'm almost sure this is normal behavior. Keep in mind that gnatbox is a stateful filter system. This means that packets that are considered to be part of an already-approved connection will be passed through. So, if you have an established TCP connection outbound, unless something happens to reset it, the time changing such that a filter should now be in effect will not do what you seem to want.
