Two suggestions (both are really outside of the GNAT Box scope):

1) If you don't want it to come up at all change the CMOS setting to initial
power on state off. This varies by manufacturer and is not available for al
BIOS's so may not be applicable to your hardware.

2) Talk to an electrical engineer and have them make you a power delay relay.
These can be configured for however long of a delay you need for the email
server to boot up.

I don't like solution 1 because someone will have to manually turn the machine
on. If you have a manned computer operations center than can do this then that
is OK. Otherwise as the IT guy you'll have to get up to go into work to boot
the firewall before any traffic can come in or out. Solution 2 allows this to
happen automatically without intervention.
