The check for the PROCEDURE/ALLOCATABLE conflict happens in match_procedure_decl before add_hidden_procptr_result can lose the attribute, so the comment 22 variation now gets the correct conflict diagnostic instead of the misleading procedure-pointer message, and valid POINTER usage is unchanged. Includes a regression test. check-fortran and the libgomp Fortran suites are clean.
