[PATCH 0/4][AArch64] Add scheduling and cost models for Exynos M1

the following series of patches are broken down into:

 * add more target specific tuning data
 * add heuristics tuning
 * add the Exynos M1 cost model
 * add the Exynos M1 scheduling model
