Support the Ssccptr extension, which allows the main memory to support
page table reads.
gcc/ChangeLog:
* config/riscv/riscv-ext.def: New extension definition.
* config/riscv/riscv-ext.opt: New extension mask.
* doc/riscv-ext.texi: Document the new extension.
gcc/testsuite/ChangeLog:
