I found an even easier way via PR123969. v1 and v2 were more involved than
necessary because I wanted to ensure we don't change the type of actual
strided loads (vlds). But those are broken in the same way the full-register
moves are. Fixing both at the same time is easier and less invasive.
Does the patch for 123971 (riscv_vector_mode_supported_any_target_p
change) stand on its own? Or is it going to get caught up in 129969 &
123879 problems?
