As stated in the PR above: Firefox 140.1.0esr on Solaris/x86 11.4.
I've now successfully created both a test PR and the one I originally
meant to file.
Sam's comment on the Anubis upgrade may be on point, though: if I'm not
mistaken, the Anubis popped during my failed attempts at PR creation.
I hope this is resolved (or has at least vanished) for now.
