I am getting this error when trying to access the gcc git repo:

gjl@cfarm121:~/gnu/source/gcc-master$ git pull
fatal: unable to access 'https://gcc.gnu.org/git/gcc.git/': The
requested URL returned error: 429

Try 'git://' instead of 'https://'.

That worked, bu what's unclear to me is whether it is a git server
issue or an issue of the cfarm client.

It is a server issue; they added a HTTP reverse proxy that returns this error to reduce the load on the real servers downstream when there are many incoming connections.

As a HTTP proxy, it doesn't touch non-HTTP streams, so git protocol streams don't have the problem.
