When using that, how often does your IP address change?

Would you mind trying again today? We changed some things so that
static bugzilla resources and the homepage should not give the limiter
so much. Also today there are ten times less scrapers than yesterday
(maybe our too agressive limiter scared them off?)

Note that a login doesn't immediately get you off the limiter, it
might take up to an hour. Maybe we can make that time shorter or add
an explicit check for the login cookie.
