Hi,

I am setting up GitHub Actions builds of GCC snapshots for MSYS2,
MinGW-w64, and Cygwin, using their existing package recipes.

When testing GCC 17 snapshot 17-20261011, the MSYS2 builds failed while
extracting the source archive with bsdtar [1]:

  gcc-17.0.0+20261011/.github/PULL_REQUEST_TEMPLATE.md:
  Can't create 'gcc-17.0.0+20261011/.github/PULL_REQUEST_TEMPLATE.md':
  No such file or directory

.github/PULL_REQUEST_TEMPLATE.md is a symlink to CONTRIBUTING.md. This
means that extracting it on Windows with either GNU tar or bsdtar is
likely broken, see [2].

Git blame shows that this change is GCC 17 only, so currently the mainline
MSYS2 and other Windows distributions are not interfered.

Although this can be work arounded downstream by ignoring the error, it'd be
better if this could be solved upstream, by either of the following:

1. Add --dereference when creating archives (snapshots and releases) with tar

2. Remove the symlink from git, by making .github/PULL_REQUEST_TEMPLATE.md a
copy of .github/CONTRIBUTING.md.
