That depends on what you mean by "under GCC", I'd say. If you have improvements for GCC, submitting those as patches against GCC will be best, cf. http://gcc.gnu.org/contribute.html . If you want to work on an independent project, you can just go ahead and use one of those services like github, SourceForge etc. (Note that the GNU project talks about free software, cf. https://www.gnu.org/philosophy/free-software-for-freedom.html ) Gerald
