We tried something like that to try to avoid the use of other libtiff on the 
system:

% ./configure --prefix=/home/joe/utils/gdal 
--with-libtiff=/home/joe/GDAL/frmts/gtiff/libtiff --with-
geotiff=/home/joe/GDAL/frmts/gtiff/libgeotiff

If others haven't already mentioned it, use --with-libtiff=internal.

I have filed a ticket on this issue.  It is my intention that the GTiff
driver should build and mostly work with older libtiff's.
