I haven't looked closely, but from a quick glance, it looks like the GRPs in the NOAA bsb charts may define the bounding box of the charts -- it's worth looking at.
If you're lucky, the color used for the collar may not be used in the charts anywhere but I haven't looked at that.
It would be nice to present some stitched maps and remove the borders in the examples of rendering capabilities of GDAL2Tiles at http://examples.maptiler.org/.
