The "TO BE DONE" really just means filling in the details on the page.
You should edit your nmake.opt and search for ECW, and set the variables
there appropriately. I think it is pretty easy to build in ECW support
using the stock ECW SDK stuff from Erdas. I would encourage *you* to
fill in the details in trac for windows once you have done it. This is
an example of a way that a relatively new GDAL user can contribute
back to the project easily.
