This entry on spatialreference.org do not seem to have a proj4 entry:
http://spatialreference.org/ref/sr-org/4682/
my best attempt to reconstruct what it should be from the WKT reports
which do work is:
+proj=lcc +datum=wgs84 +x_0=2500000 +y_0=0
+lon_0=-102 +lat_0=12 +lat_1=17.5 +lat_2=29.5
+units=m
is this correct?
