There is no issue of merging - it is in libtiff CVS HEAD.  So I assume the
question is when will there be an official libtiff 4.0.0 release.  It could
really be done any time, but I have be slothful and the other libtiff
maintainers have also not come forward to make it happen.

I don't know how to answer when a release will happen.
