The problem occurs when I use PHOTOMETRIC=YCBCR, not when I use =RGB.
I've tried setting INTERLEAVE=PIXEL too, but that didn't help (yes, I
know it's the default).

Yes, I believe some of the changes were made after the 1.7.2 release. I
also don't think all the libtiff changes were backported into the 1.7.x
branch so it may be necessary to use trunk to make this work (or an
external libtiff with the latest changes).
