Yes, you are correct...

An investigation led me to the same conclusion. I guess most of the users of previous version of my plugin, which was compiled with VSE2008, had the correct libraries installed.
Same problem was seen even with that version but not so often as now.

I think so.  At least it has been that way since VS2005.

So VSE2008 should have the same problem, although it's more likely to find the
necessary dependencies - ie. a preinstalled redist package - on the target
machine already.   You just need [1], I suppose.
