I believe the OGR DGNdirect based driver was deprecated a couple years ago
over code provenance issues and has been unmaintained for at least that time.
For me, it proved challenging to retain access to the dgndirect libraries
due to their somewhat proprietary licensing. This also limited the interest
of others in use of the driver.
Currently there is no real approach to dgn v8 support in OGR.
