Thank you for the suggestions, Steve. The projection parameters for the list you derived are pretty much the same as the PROJ4 format of EPSG:3078, with the exception of the display unit (m vs ft) and the datum (NAD27 vs NAD83). I've tried most of them (but not the NAD27 versions), and I've also tried my own hand in cranking out the PROJ4-type parameters based on Michigan state's definition of GeoRef, but none of them worked.
Looking at the 2007 thru 2009 threads in this forum, it appears that the problem lies in the difference between "Oblique Mercator" and something called "Hotine Oblique Mercator," with the "Hotine" version being the one that GeoRef apparently uses. But that's way beyond my level of comprehension, and hence my appeal to the folks in this forum. Past appeals by others to developers of QGIS, for example, have always resulted in their suggestion to post a request for a fix here. Thanks again for your input! Cheers!
