You may want to try http://code.google.com/p/osm2shp/ http://sourceforge.net/projects/osm2shpjava/ or use http://wiki.openstreetmap.org/wiki/Osm2pgsql and convert to a shapefile from PostGIS. The last choice requires a postgresql/postgis setup but is very well tested. C.
