With upgrading to ogr 1.11 it seems that OGR2OGR -lco geom=AS_WKT, when used
in writing to a CSV output format, the WKT notation is truncated to a length
of 8000 characters.

This is/was not the case with ogr 1.10.1.

Can this be confirmed as being a bug?
