Searching through trac for OSGeo4W, I found this which seems like it might be similar, http://trac.osgeo.org/osgeo4w/ticket/408 If you list a link to the file, it is easier for people to test. I found, this, ims.er.usgs.gov/gda_services/download?item_id=5954807 for testing.
