Hi,

I made my test with GDAL 2.0 binaries from gisinternals by placing your 
osmconf.ini into \bin\gdal-data. Any change you do for the selected tags in 
osmconf.ini will have on effect on " ogrinfo hamburg-latest.osm.pbf points -so 
". Don't do anything before you see that your osmconf.ini is used. I noticed 
right now while I was testing that I have several GDAL installations in my 
PATH, perhaps you have the same situation. Write PATH into your command line 
for checking it.
