For stable updates Debian follows have pretty much the same policy as
for security updates, only changes fixing important or higher severity
issues are considered for inclusion during the lifetime of the stable
release, not entire new upstream (patch) releases.
This policy is documented on the website of the Debian Release Team:

In the case of GDAL the commits in the 1.10 branch are ideal candidates
for the targeted fixes required for stable updates.
