Gisinternals has GDAL 1.11.3 and 1.11.4 as stable relases, and GDAL
2.1.0 and GDAL 2.2.0 as development versions. See

link. The MSVC 2008 and 2010 builds have GDAL 2,1,9, and MSVC 2012 and
2013 has GDAL 2.2.0
