Ari,
Make sure to configure GDAL --with-python=python3
And configure QGIS master with python3 (but I guess that's checked by
cmake).

I'm trying to add a new processing provider for Perl scripts to the
processing plugin of QGIS.

QGIS 2.18 is nominally Python2 and experimentally Python3 .
