Sorry, realised the answer to my own question
Within the GDAL sources, frmts/jp2kak/jp2kak.lst needs to be patched to
support the latest Kakadu
KAK_OBJ += ${KAKDIR}/apps/make/supp_local.o" >> frmts/jp2kak/jp2kak.lst
I'll log an issue with GDAL to implement this properly
