Create a buster-backports branch from the most recent debian/2.4.x tag in the package repository, and follow the procedure for backports: https://debian-gis-team.pages.debian.net/policy/packaging.html#git-backports Add your backported package to your own apt repo and use that to upgrade the installed package, or install it manually. Since the virtual ABI dependency wasn't updated for every patch release in 2.4 you don't need to rebuild any of the reverse dependencies when upgrading to a newer 2.4.x.
