gdal_viewshed -b 1 -md 28000.0 -ox -41597.922 -oy 71254.049 -oz 21.6 -tz 10.0 -vv 1 -cc 0.85714 -f GTiff path_to_mdt.tif path_to_output.tif Could you also give a link to "path_to_mdt.tif" or repeat the test with some other DEM that other users can access with a direct link? Also showing the exact parameters that you used with other software would help lazy people like me to catch the challenge. I wonder if your DEM is using scaling and offset and somehow gdal_viewshed believes that the observer and target are much higher. Gdalinfo about the DEM would help.
