problem confirmed and now fixed in GDAL master and 3.1 branch

 

The issue was that Zip64 extensions were used to create ODS and XLSX files, which LibreOffice apparently does not like (this broke also identification of the formats by the "file" utility)

 

You can workaround the issue by adding "--config CPL_CREATE_ZIP64 NO" to your ogr2ogr command line
