Thanks for your comment.
That was actually my original idea, but while I was planning to implement
it appeared that it requires much more additional work, mainly because the
tests of the core and the utils are not separated and tested as a single CI
pipeline.
I also didn't want to make such a disruption especially before I know that
the general idea is accepted.

Many drafts later I ended up implementing it the way I believe would be the
most future compatible and the least disruptive.

It might be a good idea to reconsider that later so we can take it one step
at a time.
