Upon reflection it seems to me that both of these are work arounds for not having regular python wrapper executables created. Now that we can `pip install gdal-utils` perhaps it's better to use pip to create the wrappers. I have a little bit of experience with that and am will to tackle the necessary changes to setup.py. What do you think?

I wrote this a couple of days ago, before starting https://github.com/OSGeo/gdal/issues/5281. I'm testing consuming gdal-dev via gmane.io with Thunderdbird's NNTP features. I didn't notice the message was stuck waiting for me to confirm with Gmane my account until this afternoon.
