Filed as https://github.com/OSGeo/gdal/issues/7484 : At first sight the
issue is that file uses TIFFTAG_RESOLUTIONUNIT=3 (pixels/cm), whereas
the current code only deals with TIFFTAG_RESOLUTIONUNIT=2 (pixels/inch)

Hi,
I noticed this question in gis.stackexchange
https://gis.stackexchange.com/questions/455609/warping-arcgis-9-2-georeferenced-tiffs-using-gdal-warp.
It seems that GDAL cannot interpret right the ground control points
which are stored into the aux.xml file. I can see that the support for
GeodataXform has been improved a few times
https://github.com/OSGeo/gdal/search?q=geodataxform&type=commits
<https://github.com/OSGeo/gdal/search?q=geodataxform&type=commits> but
maybe this dataset (there is a link for downloading test data) has
some previously untested sort of aux.xml. The GeoTIFF has wrong GCPs
with small pixel values like (16.5886813769484,11.2421187314794) but I
made also a test with “--config GDAL_GEOREF_SOURCES PAM” and even by
creating a cleaned baseline tiff + PAM file but the GCPs looked still
wrong.
