in theory the geotransform should be interpreted by taking into account the DataAxisToSRSAxisMapping value (GDAL will never change the order of coefficients within the geotransform), but I'm afraid there's quite substantial code in GDAL that neglects to do it properly, and so the best is to stick with the OAMS_TRADITIONAL_GIS_ORDER, otherwise you're going to run into troubles. In https://github.com/OSGeo/gdal/pull/11622 there was some work to make the GDALTransformer logic aware of DataAxisToSRSAxisMapping through a new transformer option, but it is only set by the new method GDALDataset::GeolocationToPixelLine() function, and not by the warp logic for example.
