Issue 728: Cannot view published Google Docs pages without logging in

What steps will reproduce the problem?

1. Have Gears installed and enabled for Google Docs
2. Make a new Document on Google Docs and type in some content/save under a
name
3. Go to Publish as a Web Page option of Share menu and publish the page to
everyone
4. If you logout completely from your Google account, you cannot view the
link to the public Google Doc without getting a prompt to log into your
Google Account
5. If you use another browser or remove Gears from the browser you are
using, the link works and goes to the published doc without being logged
into any Google Account

What is the expected output? What do you see instead?
You should be taken directly to the published Doc as an HTML page. With
Gears enabled on your browser, you are instead taken to a Google Signin page.

What version of the product are you using? On what operating system?
0.4.15.0 on Mac OSX and Firefox 3.0.1.
The problem also occurs on Gears for Safari 3.1.2
