InputManger doesn't appear to load properly in Leopard

If the Google Gears Settings menu isn't displayed, that means that the
InputManager
hasn't loaded properly.
Are any messages printed in console.app.
Could you send me the output of the following commands in Terminal:
* ls -al /Library/InputManagers
* ls -al ~/Library/InputManagers
* echo 'abc' > foo.txt; cat FOO.txt; rm foo.txt
The last one is to check whether you're running on a case sensitive HFS
volume.
