I know there is already a thread about this, but with a different
purpose, so I thought it better to not hijack...

Basically, I want Google Gears installed on my work machine, which is
fairly heavily locked down.  We have limited administrator access to
install things via some form of user jail, but one of the things
missing in that jail is networking.  Since the .msi appears to act as
a netinstall, I can download and run the .msi with the correct privs,
but can't actually complete the installation.  All I really need is
the Firefox plugin since I never use IE...

I can (almost) understand why it's undesirable to distribute the .xpi
separately (as stated in the other thread, for maintainability), but
the current method of distribution requires elevated privs for what is
essentially a browser plugin (I assume the real issue is installing
for IE, not for Firefox).

I also understand that an 'offline installation' for an inherently
'online' tool doesn't make that much sense.  However I'm sure I'm not
the only person working in a restricted environment who'd like to be
able to install Google Gears.  Is there not enough of a case for being
able to install the Firefox plugin without elevated privs?  (I realise
an offline installer is a silly request.)
