For some reason the core team at gears does not like to address this issue. I wish the gears team was as vigilant as the GWT team which is also a open source project! Any way, the answer to your question is: There is no gears provided standard way to achieve the installation without internet connectivity. However, if you look around a little bit you should find some way out. Tip: At the end of the day all gears does is it downloads and registers a dll with your Operating system. I hope that helps you!
