I think that might be the issue there... file:// is not a supported url scheme in Gears. I think the only url schemes supported are http:// and https://.
In the tutorial page provided by Google (http://code.google.com/apis/ gears/tutorial.html), it states that you need to have "Ability to publish files to the HTTP server that hosts your files". So I think it is necessary to have a web server running in order to get gears to work.
