Yea, actually what you need to do to get the Install button back is in addition to the Gears plugin being disabled or uninstalled on the 'Extensions' tab, it also needs to be disabled on 'Plugins' tab.
But, alas, it still does not work. Shame on you Google for missing this update. Me.
