First of all, you have to add the offline option to your application. This can take some time and can range from easy to very complex, but in either way will require some time and work. You don't "setup" anything for Google Gears, is just a browser addon that ads some more functionality to the browser, you have to set your application.
And yes, if the user have the rights to install browser addons, your scenario is posible, but you need one time internet access to get the online app to offline state.
