Additions and subtractions to CITES appendices can only be made by
the Conference of the Parties to CITES which meets every two to three
years. The last meeting was in April of this year in Nairobi so their
next meeting won't be until 2002 or 2003. There has been talk of
proposing Rhacodactylus for inclusion (probably to the second
appendix) but it hasn't happened yet. Here is a list of herp
