I use Continental Quick Pak frequently for shipping reptiles.  I was told if 
you have an account with them you can bypass the inspection.  Also, upon 
request, and if there is space available in the warmer compartment (for warm 
blooded animals), they will place my box there for the flight.   FWIW, I 
believe that they actually require a heat pack when the temperatures are low.
