This should in no way affect any one.  All USPS is doing is leasing space on FEDEX planes so they don't have to fly the route.  USPS shipping policy is the same no matter what carrier they fly the packages on.  FEDEX has a policy about not shipping live animals but can not force that policy on the USPS customers when USPS leases space on their planes.
The postal regulations in the Hazardous, Restricted, and Perishable section page 99 under 526.6 gives the guidelines allowing for small, harmless, cold blooded animals except snake, turtles, and turtle eggs.  The postal service can't say you can ship your lizard from Jacksonville to Los Angeles but not to Charlestowne.  If they have a policy they have to follow it for everyone.  OK, now I'm rambling.
 
When in doubt, ask a postal inspector.

I would say that it seems that FedEx will be handling USPS Express Mail with
the FedEx "No Live Animal" stipulation

My USPS contact just advised me to wait until they see if other routes are
possible.
