If we use some community based collection of symbols, there should of
course be the option for the author to use whatever license they want on
their symbols - but having this license as a requirement for anything
_bundled_ with gschem is great.

Yeah, ideally gEDA/gaf symbols and PCB footprints would use this (or
equivalent) verbiage, so folks downloading the base software tools
would get the GPL + exemption licence.  Then, folks like John Luciani
or contributors to gedasymbols.org could release parts under their own
preferred licence on their own websites/webpages.  In that case, it
would be cavet emptor for the user downloading those third-party
files.
