Bill Cox's gnetman and datadraw libraries could be a starting point.
They are intended as a datab se engine for chip design objects, designed by
an experienced chip design tool coder, (Bill Cox)

PS It could be used for a hierarchic approach to pads/footprints/drawings
most compact file and data format for large projects like chips, or
systems of many PCBs.
